Since retiring from a university presidency, Ellen Chaffee has been a national consultant to university governing boards. She and her husband David Schwalbe, with about a dozen diverse, concerned friends, decided two years ago to draft a constitutional ballot initiative for transparency, integrity, and accountability in North Dakota’s legislative and executive branches. The campaign pitted Ellen and two other “BadAss Grandmas” against 19+ energy corporations and trade associations. With major support from four national groups, the initiative passed in November. Its implementation depends on an angry, highly adversarial, supermajority legislature that is now in session.
